The Wonk Room, June 3, 2008 — In today’s Washington Post and a parallel piece in Newsweek, Robert J. Samuelson gets it wildly wrong on federal policy for reducing greenhouse gas emissions, parroting a litany of falsehoods and misrepresentations concerning the Lieberman—Warner cap-and-trade legislation now being debated in the Senate. He writes:

The chief political virtue of cap-and-trade — a complex scheme to reduce greenhouse gases — is its complexity. This allows its environmental supporters to shape public perceptions in essentially deceptive ways. Cap-and-trade would act as a tax, but it’s not described as a tax. It would regulate economic activity, but it’s promoted as a “free market” mechanism. Finally, it would trigger a tidal wave of influence-peddling, as lobbyists scrambled to exploit the system for different industries and localities. This would undermine whatever abstract advantages the system has.

Samuelson is the one being “essentially deceptive.” Like most detractors of action on global warming, Samuelson continues to push the unsubstantiated notion that reducing emissions will tank the economy, and thus is not worth the effort. The problem with this argument is that it ignores the last three decades of science, misunderstands basic economic theory, and overlooks the enormous opportunity presented by the clean energy economy.

Inaction is by far the most expensive policy option. Global warming was correctly termed “the biggest market failure in human history” by Sir Nicholas Stern, a senior economic advisor to the government of Tony Blair. Establishing a price on emissions through a cap-and-trade system actually improves the efficiency of the economy by ensuring that market prices include the real social costs of pollution and inefficiency. This is a basic fact of economics, popularized in the early 1900s by economist Arthur Pigou and embodied by the contemporary “polluter pays” principle. Recent studies by the Intergovernmental Panel on Climate Change and even the Bush Administration itself confirm the high costs of inaction and the existence of a wide range of cost-effective actions to bring down carbon emissions and stimulate economic innovation.

The “abstract” advantages of cap and trade are real. Samuelson simultaneously argues that cap-and-trade is a backdoor carbon tax while deriding its advantages over a tax. One of the fundamental differences between a set tax and cap-and-trade is that while a carbon tax assumes the government knows the proper marginal cost of emissions, a cap-and-trade system lets the market set the price. In an economy like the U.S. that has been functioning without any effective greenhouse gas constraints, the initial cost of emissions reductions is likely to be quite low as we capture the low-hanging fruit of efficiency gains.

“Influence peddling” should be addressed in any system. As John Whitehead writes at the Environmental Economics blog, “Just like any government policy, both a carbon tax and cap-and-trade can be gamed through the political process. It is goofy to try to argue that one would be gamed more than the other.” Samuelson’s concern about influence peddling can be addressed by a commitment to auction 100% of the emissions permits, as advocated by the Center for American Progress. The opportunity for gamesmanship would be minimized by a full, transparent, permit auction instead of the free allowance giveaway advocated by most polluters.

Global warming is not just an environmental crisis — it is a public policy problem. Given the choice between an innovation economy that uses clean energy efficiently, and an economically devastating climate crisis, the choice is obvious. It is time for naysayers like Samuelson to stop pitting the economy against the environment, and recognize that a safe and sustainable environment is the bedrock of our prosperity. That is an idea worth investing in.

Washington Post columnist Robert Samuelson has long impressed me as one of the most hackish economic columnists not associated with the Wall Street Journal and not named Ben Stein, but today’s piece on cap-and-trade is dismally, embarrassingly stupid. Its essential premise is that consumers and producers of energy don’t respond to price signals, something so incredibly, obviously wrong that even the dolt editors of the Post opinion section should have wondered what was up. Samuelson should be ashamed of himself.

Las Vegas running out of water means dimming Los Angeles lights

February 26, 2009 (Bloomberg) -- On a cloudless December day in the Nevada desert, workers in white hard hats descend into a 30-foot-wide shaft next to Lake Mead.

As they’ve been doing since June, they’ll blast and dig straight down into the limestone surrounding the reservoir that supplies 90% of Las Vegas’s water. In September, when they hit 600 feet, they’ll turn and burrow for 3 miles, laying a new pipe as they go.

The crew is in a hurry. They’re battling the worst 10-year drought in recorded history along the Colorado River, which feeds the 110-mile-long reservoir. Since 1999, Lake Mead has dropped about 1% a year. By 2012, the lake’s surface could fall below the existing pipe that delivers 40% of the city’s water.

As Las Vegas’s economy worsens, the workers are also racing against a recession that threatens the ability to sell $500 million in bonds so they can complete the job.

Patricia Mulroy, manager of the Southern Nevada Water Authority, is the general in this region’s war to stem a water emergency that’s playing out worldwide. It’s the biggest battle of her 31-year career.

‘We’ve Tried Everything’

“We’ve tried everything,” says Mulroy, 56, who made no secret of her desire to become secretary of the U.S. Interior Department before President Barack Obama picked U.S. Senator Ken Salazar of Colorado in December.

“The way you look at water has to fundamentally change,” adds Mulroy, who, after 20 years of running the authority, said in January she’s ready to start thinking about looking for a new job, declining to say where.

Across the planet, people like Mulroy are struggling to solve the next global crisis.

From 2500 B.C., when King Urlama of Lagash diverted water in the Tigris and Euphrates Valley in a border dispute with nearby Umma, to 1924, when Owens Valley , California, farmers blew up part of the aqueduct that served a parched Los Angeles, societies have bargained, fought and rearranged geographies to get the water they need.

Mulroy started her push with conservation. She’s paying homeowners $1.50 a square foot (0.09 square meter) to replace lawns with gravel and asking golf courses to dig up turf. That helped cut Las Vegas’s water use by 19.4% in the 7 years ended in 2008, even as the metropolitan area added 482,000 people, bringing the total to 2 million. It wasn’t enough.

So she’s planning a $3.5 billion, 327-mile (525-km) underground pipeline to tap aquifers beneath cattle-raising valleys northeast of the city. She’s even suggested refashioning the plumbing of the entire continent, Paul Bunyan style, by diverting floodwaters from the Mississippi River west toward the Rocky Mountains.

If Mulroy’s ideas are extreme, one reason is that the planet’s most essential resource doesn’t work like other commodities.

There’s no global marketplace for water. Deals for property, wells and water rights, such as the ones Mulroy must negotiate to build the pipeline, are done piecemeal. As the world grows needier, neither governments nor companies nor investors have figured out an effective and sustainable response.

“We have 19th-century ways of utilizing water and 21st-century needs,” says Brad Udall, director of Western Water Assessment at the University of Colorado at Boulder.

Unyielding Pressure

Water upheavals are intensifying because the population is growing fastest in places where fresh water is either scarce or polluted. Dry areas are becoming drier and wet areas wetter as the oceans and atmosphere warm. Economic roadblocks, such as the global credit crunch and its effects on Mulroy’s attempts to sell bonds, multiply during a recession.

Yet local governments that control water face unyielding pressure from constituents to keep the price low, regardless of cost. Agricultural interests, commercial developers and the housing industry clash over dwindling supplies. Companies, burdened by slowing profits, will be forced to move from dry areas such as the American Southwest, Udall says.

“Water is going to be more important than oil in the next 20 years,” says Dipak Jain , dean of the Kellogg School of Management at Northwestern University in Evanston, Illinois, who studies why corporations locate where they do.

No Cheap Water

Even before the now decade-long drought began punishing Las Vegas, people used more than 75% of the water in northern Africa and western Asia that they could get their hands on in 2000, according to the United Nations.

They claim they're sceptics – but when any explanation will do as long as it backs their theories, 'climate change deniers' is the only term good enough

I was hoping to stage round four of the fight for the prestigious Christopher Booker prize for climate change bullshit this week, after the reigning world champion promised to come out of retirement to defend his title. But sadly David Bellamy, despite his extravagant promises to destroy the competition, hasn't yet weighed in, so we'll have to hold on for another tantalising week.

I hope he doesn't chicken out. He could be the only person who can now secure this beautiful trophy for the United Kingdom against the Michigan Mauler, John Tomlinson.

In the meantime, I want to take issue with a comment by my colleague James Randerson. In his excellent blog this week about our dear friend from the Sunday Telegraph James said the following:

I have always disliked the phrase "climate change denier." Global warming will have extremely serious consequences for people around the world, but making the link with the 20th century's most colossal work of industrial-scale evil – the Holocaust – plays into the hands of those who want to convince the waverers that this is purely a political argument.

James's comment is already causing a measure of delight among – ahem – the climate change deniers. That's hardly surprising: they have spent the past few years furiously denying that they are deniers, using the argument that James has adopted.

I use the term deniers not because I am seeking to make a link with the Holocaust, but because I can't think what else to call them. They describe themselves as sceptics, but this is plainly wrong, as they will believe any old rubbish that suits their cause. They will argue, for example, that a single weather event in one part of the world is evidence of global cooling; that the earth is warming up because of cosmic rays and that the Antarctic is melting as a result of volcanoes under the ice. No explanation is too bonkers for them, as long as it delivers the goods.

The OED defines a sceptic as, "A seeker after truth; an inquirer who has not yet arrived at definite conclusions." This is the opposite of what people like Booker, Bellamy and Tomlinson are. They have their definite conclusion and will defend it against all comers, however many inconvenient truths might stand in the way.

There is another class of people, whose materials these independent deniers often use: those who are paid by corporations to defend definite conclusions. I have documented this trade extensively (see also my book Heat). But many of these people still masquerade as free thinkers. Earlier this month, for example, The Guardian's "Comment is Free" site published an article by Patrick Michaels. The Guardian described him as "a senior fellow at the Cato Institute and author of Climate of Extremes." What it didn't say is that he has been paid extremely well in the recent past to promote the views he expressed here by interests which, as far as I can discover, he has never voluntarily disclosed.

Take a look at this leaked memo circulated by the Intermountain Rural Electric Association (IREA) in 2006. IREA transmits electricity – most of which is produced by coal-burning power stations – across the U.S. Midwest.

The memo reveals that IREA was about to start buying electricity from a new coal-fired plant, replacing some of the gas production it was using before. But the cost advantages would be wiped out if a carbon tax were imposed. In the hope of averting this prospect, IREA had:

decided to support Dr Patrick Michaels and his group (New Hope Environmental Services, Inc). Dr Michaels has been supported by electric cooperatives in the past and also receives financial support from other sources ... In February of this year IREA alone contributed $100,000 to Dr Michaels. In addition we have contacted all the G&T's [generators and transmitters of electricity] in the United States and as of the writing of this letter, we have obtained additional contributions and pledges for Dr Michaels group.

I posted this information up in the comment thread following Dr Michaels's article, but it was deleted by the moderator. I'm not sure why.

Whether we're talking about people who are paid to deny that climate change is happening, or those who use the materials these flacks produce, denial is a precise and concise description of what they do. Their attempt to wriggle out of it by insisting that – by calling them what they are – we are somehow debasing the Holocaust is as contrived as all the other positions they take. We shouldn't fall for it.

Michael Asher's Daily Tech article "Sea Ice Ends Year at Same Level as 1979" as discussed by the Cryosphere Today

On January 1, 2009, an article by Michael Asher entitled “Sea Ice Ends Year at Same
Level as 1979” appeared on the Daily Tech website. We have received many requests
for confirmation and clarification on this article from media outlets and interested
individuals regarding the current state of the cryosphere as it relates to climate change
and/or global warming.

One important detail about the article in the Daily Tech is that the author is comparing
the GLOBAL sea ice area from December 31, 2008, to same variable for December 31,
1979. In the context of climate change, GLOBAL sea ice area may not be the most
relevant indicator. Almost all global climate models project a decrease in the Northern
Hemisphere sea ice area over the next several decades under increasing greenhouse
gas scenarios. But, the same model responses of the Southern Hemisphere sea ice
are less certain. In fact, there have been some recent studies suggesting the amount of
sea ice in the Southern Hemisphere may initially increase as a response to atmospheric
warming through increased evaporation and subsequent snowfall onto the sea ice.

Observed global sea ice area, defined here as a sum of N. Hemisphere and S.
Hemisphere sea ice areas, is near or slightly lower than those observed in late 1979, as
noted in the Daily Tech article. However, observed N. Hemisphere sea ice area is
almost one million sq. km below values seen in late 1979 and S. Hemisphere sea ice
area is about 0.5 million sq. km above that seen in late 1979, partly offsetting the N.
Hemisphere reduction.

Global climate model projections suggest that the most significant response of the cryosphere to increasing atmospheric greenhouse gas concentrations will be seen in Northern Hemisphere summer sea ice extent. Recent decreases of N. Hemisphere summer sea ice extent (green line at right) are consistent with such projections. [See link below for the graph.]

Arctic summer sea ice is only one potential indicator of climate change, however, and we urge interested parties to consider the many variables and resources available when considering observed and model-projected climate change. For example, the ice that is presently in the Arctic Ocean is younger and thinner than the ice of the 1980s and 1990s. So Arctic ice volume is now below its long-term average by an even greater amount than is ice extent or area.

Dwindling water supplies are a greater risk to businesses than oil running out, a report for investors has warned.

Among the industries most at risk are high-tech companies, especially those using huge quantities of water to manufacture silicon chips; electricity suppliers who use vast amounts of water for cooling; and agriculture, which uses 70% of global freshwater, says the study, commissioned by the powerful CERES group, whose members have $7 trillion under management. Other high-risk sectors are beverages, clothing, biotechnology and pharmaceuticals, forest products, and metals and mining, it says.

"Water is one of our most critical resources – even more important than oil," says the report, published today . "The impact of water scarcity and declining water on businesses will be far-reaching. We've already seen decreases in companies' water allotments, more stringent regulations [and] higher costs for water."

Droughts "attributable in significant part to climate change" are already causing "acute water shortages" around the world, and pressure on supplies will increase with further global warming and a growing world population, says the report written by the US-based Pacific Institute.

"It is increasingly clear that the era of cheap and easy access to water is ending, posing a potentially greater threat to businesses than the loss of any other natural resource, including fossil fuel resources," it adds. "This is because there are various alternatives for oil, but for many industrial processes, and for human survival itself, there is no substitute for water."

In a joint statement, CERES' president Mindy Lubber and Peter Gleick, president of the Pacific Institute, urged more companies and investors to work out their dependence on water and future supplies, and make plans to cope with increased shortages and prices.

"Few companies and investors are thinking strategically about the profound business risks that will exist in a world where climate change is likely to exacerbate already diminishing water supplies," they say.

"Companies that treat pressing water risks as a strategic challenge will be far better positioned in future," they add.

The CERES report adds to growing concern about a looming water crisis. In the Economist's report, The World in 2009 , Peter Brabeck-Letmathe, chairman of food giant Nestlé, wrote: "under present conditions… we will run out of water long before we run out of fuel." And at its annual meeting this year the World Economic Forum issued what it itself called a "stark warning" that "the world simply cannot manage water in the future in the same way as in the past or the economic web will collapse."

CERES, which has members in the US and Europe, made recommendations, including that companies should measure their water footprints from suppliers through to product use, and integrate water into strategic planning, and that investors should independently assess companies' water risk and "demand" better disclosure from boards.

What George Will should have written

We've avoided piling on to the George Will kerfuffle, partly because this was not a new story for us (we'd commented on very similar distortions in previous columns in 2004 and 2007), but mostly because everyone else seems to be doing a great job in pointing out the problems in his recent columns.

We are actually quite gratified that a much wider group of people than normal have been involved in calling out this latest nonsense, taking the discussion well outside the sometimes-rarefied atmosphere of the scientific blogosphere (summary of links). Maybe RealClimate has succeeded in its original aim of increasing the wider awareness of the scientific context? However, like many, we are profoundly disappointed in the reaction of the Washington Post editors and George Will himself (though the ombudsman's column today is a step in the right direction). It would have been pleasant to see an example of the conservative punditocracy actually learning something from the real world instead of resorting to ever-more unconvincing pseudo-legalistic justifications and attacks on the messenger to avoid taking their head out of the sand. Nonetheless, in a moment of naive optimism, we have allowed ourselves to indulge in a fantasy for how a more serious columnist might have dealt with the issue:

This column recently reported and commented on some developments pertinent to the debate about whether global warming is occurring and what can and should be done.

It is no secret that I am a critic of sensationalism in the coverage of environmental issues and that I have a philosophical preference for reality-based policies over those based on the ideologically-based fantasies of those I critique.

In my last column, I reported on a statistic concerning sea ice extent -- that global sea ice extent is unchanged since 1979 -- that was trivially shown to be untrue, and for that I apologize. Rather than throw the fact checkers in my office or at the Washington Post under the bus, I take full responsibility for the mistake. However, as with good scientific practice, this provides an example of how journalism too can learn from its mistakes.

The source of the original quote was a Daily Tech blog post published in early January. While that post itself was heavily criticized as being misleading, it did use data from a reliable scientific source which was technically accurate at the time. My error was in assuming that scientific 'facts' don't change over a month or two and thus it was not necessary to revisit the source of the original data before writing my column. What was true in January would still be true in February, right? Wrong.

What I didn't consider was that in complex and noisy data there are always going to be outliers, and in heavily politicised subjects there will always be people who will want to exploit a chance occurrence for a sound-bite. I should of course have known better since I decry this practice on a regular basis in discussions of economic issues. Through a combination of wishful thinking and time constraints, my failure to recognize a piece of classic cherry-picking lay at the heart of this problem.

However, sometimes old dogs do learn new tricks. The surprising fact (to me at least) that the difference in global sea ice between two single dates 30 years apart can change so radically in such a short space of time, implies that it is not a particularly good measure of long term climate change. It is a bit like looking at a single stock to gauge the health of the economy. Unfortunately (for me at least), it also validates the scientific consensus about the original article. It was indeed a misleading statistic, and I was indeed misled. Next time I will try and be more careful.

There continues to be a pressing need for an informed conservative discussion of the issues of climate change. Voices such as Senator John McCain, and businessman Jim Manzi (writing in the Nation last year) can perhaps show the way. The distraction of the last week over exact parsings and interpretations of technical data are just a sideshow while real decisions are already being made every day in Washington. In order for conservatives to have a voice at those tables, we need to be seen as serious contributors. Every time we are mislead by amateur bloggers, we lose another chance to influence policy. This may have been useful as a delaying tactic in the past, but now that there is clear leadership in the White House, this serves only to marginalize conservatives even further. Unlikely as it may seem for me to quote President Obama approvingly, it may be time for us to put aside childish things.
